IOWA CITY ALLIANCE FUTSAL LEAGUE

RULES AND CONDITIONS OF PLAY

GAME LOCATION:

Kate Wickham Elementary School
601 Oakdale Blvd

TEAMS MUST BE PREPARED TO START THEIR SCHEDULED GAMES 15 MINUTES PRIOR TO THE SCHEDULED GAME TIME

PLAYERS:

·                  The Green division will play 4v4 (3 outfield players plus a goalkeeper)

·                  The Blue, Orange, Purple, and Yellow divisions will play 5v5 (4 outfield players plus a goalkeeper)

·                   All teams must have a minimum of 3 players (including the goalkeeper) to start a game. If a team has less than 3 players, they will forfeit by a scores of Green: 24-12, Blue: 16-8, Purple and Orange: 12-6, and Yellow: 8-4.

UNIFORMS:

All players should wear WHITE T-SHIRTS at their games.  Colored pinnies will be provided for use by the away team (the team listed second).  Any color shorts and socks may be worn.  Shin guards covered by socks are required.  Indoor soccer shoes are recommended.  Black soled shoes which mark the floor WILL NOT BE ALLOWED.

GAME BALLS:

Green, Blue, Purple and Orange Divisions will use a Futsal size 3 ball; Kixx Divisions will use a Futsal size 2 1/2.

GAME DURATION:

Games in the Green, Blue, Purple and Orange Divisions will consist of 2 x 24 minute halves (48 minutes total); Yellow division will play 2 x 18 minute halves (36 minutes total).

OFFICIALS:

There will be one official per game for all games except those in the Green Division where players will call the games themselves.  The official has discretionary power, from the time he/she enters the field of play, to caution any player, coach, parent or fan for misconduct or unsportsmanlike conduct, and if the individual persists, to disqualify them from further participation in the game and/or to suspend them from future participation in the competition.

START OF PLAY:

·                    At the beginning of the game, the HOME team will kick-off and defend the DOOR End.  Kick-offs may be played backwards to a team mate.  Opposing team must stay outside the red line.  All players must be in their own half of the field before the kick-off is taken.

·                    A goal may not be scored directly from a kick-off .

·                    The player taking the kick-off may not touch the ball again until it has been touched by another player.

·                    The ball must be kicked at least the distance of its own circumference.

·                    A kick-off shall be taken by the team conceding a goal after each score.

·                    Change of ends shall occur at the beginning of the second half.

TIME OUTS:

There are no time-outs except if deemed necessary by the referee for an injury or similar situation.

OFFSIDE:

There is no “OFFSIDE” in the Alliance Futsal League.

CORNER KICKS:

There are no goal kicks.  In order to re-start the game, the goalkeeper (who must be inside the goal area) puts the ball back into play by throwing or rolling the ball.  The goalkeeper cannot kick or dribble the ball into play.  Only the goalkeeper can put the ball into play again once it has crossed the end line.

GOALKEEPERS:

·                    Opposing players may not encroach within 6 feet of the goalkeeper in possession (i.e. until he/she has released the ball).

·                    The goalkeeper must release the ball within SIX seconds of gaining possession.

·                    If the goalkeeper leaves the goal area, he/she becomes a field player and is not allowed to touch the ball with his/her hands.

·                    After the goalkeeper puts the ball into play, he/she is not allowed to use his/her hands to receive the ball back from a team mate unless the ball is played with the thigh or head (as in the outdoor game).

·                    If the goalkeeper uses his/her hands incorrectly in the situation outlined above, the offensive team will re-start play with the ball on the 25 foot mark.  The defending team must be at least 6 feet away when the re-start is taken, but may defend their goal.  A goal may be scored direct from the re-start.

·                    The goalkeeper is not allowed to throw the ball over the center line in the air at any time.  If he/she does, the opponents re-start play with a dead ball on the 25 foot mark.  A goal may be scored direct from the re-start.

SLIDE TACKLES ARE ILLEGAL

SUBSTITUTION:

·                    On your team's kick-ins from the side. NOT at corner-kicks or goalkeeper possessions.

·                    After a goal has been scored by either team.

·                    Due to injury.  The opposing team will also be allowed to substitute one player.

BALL IN AND OT OF PLAY:

·                    When the ball crosses a sideline, it is put back into play by a kick on the line where the ball crossed it.

·                    The defenders must allow the player taking the kick-in 6 feet.

·                    A goal CANNOT be scored directly from a kick-in.

·                    Goals can only be scored in the attacking half.

GOAL AREA:

·                    A team CAN score inside the goal area.  (This rule is employed in order to encourage players to look for “garbage” goals)

·                    Any defensive foul inside the goal area results in a penalty kick.

PENALTY KICKS:

·                    Will be taken from the center of the basketball free throw line (Green, Blue, Purple and Orange Divisions), even though this is actually "outside" of the goal area. And from the center "spot" on the edge of the goal area in Yellow Division. There is no restriction on a player's run up.

FOULS:

·                    All fouls are penalized with a DIRECT free-kick when called in a team's ATTACKING half, and with an INDIRECT free-kick when in a team's DEFENSIVE half.

Tiebreakers (when teams are level on points in the Standings)

1. head-to-head results, total goals

2. fewest goals conceded

3. goal differential

4. toss of coin

In conclusion - The purpose of this competition is to provide players with an opportunity to play with and against different players.  It is expected that the games will be competitive but played in a friendly manner, providing a fun environment and an enjoyable, rewarding experience for all concerned.
